What's a "buron?"

A neologism introduced to me by Tom, who works for the State of Indiana. The definition is as follows:

bu·ron (byoor’-ŏn) n. 1. An official of a bureaucracy having a mental age between 7 and 12 years or an intelligence quotient between 50 and 75. 2. A remarkably stupid official who insists on rigid adherence to rules, forms, and routines.
